Over in the UK, these kind of comments from politicians usually ends their political career.
I don't understand this civil war shit. Who will fight? The cities vs the rural areas? Nothing is remotely as monolithic was it was during the actual civil war.
Is San Francisco going to fight Orange County? Is NYC going to fight upstate NY? Is Chicago going to fight rural IL? Is South Florida going to fight North Florida?
